However, CNN also reported last week that, according to an official with close knowledge of North Korea's position on the matter, continued negotiations between the United States and North Korea hinge on Washington's willingness to make a "bold move" and agree to a peace treaty with Pyongyang.

At the Singapore summit in June, Kim agreed in a vaguely worded joint statement to "work toward" the "denuclearization" of the Korean Peninsula.

North Korea has provided very little information to help identify the remains, a defense official told VOA.

North Korea halted nuclear and missile tests, shut down its nuclear testing site and began dismantling facilities at its rocket launch site.

"Generally speaking what I can tell you is that the remains are consistent with the remains we have recovered in North Korea", John Byrd, director of analysis for the U.S. Defense POW/MIA Accounting Agency told a news conference before the ceremony. Experts say the North likely wants a declaration of the end of the Korean War as part of USA security assurances.

But the actual details of the process, including how and when the North's nuclear program is to be dismantled, have yet to be worked out. Trump thanked Kim for the return.

A cut-off of oil and fuel would require enforcement primarily by China, which supplies most of North Korea's energy needs, but also by Russian Federation, which delivers some oil to Pyongyang. "North Korea is not negotiating to give up their nuclear weapons", Lewis said.
