Koreas Start preparatory talks to Install Kim-Moon summit

South Korea says Kim has expressed a willingness to negotiate nuclear disarmament in his talks with Moon and Trump.

Some analysts have said Trump's willingness to meet Kim handed Pyongyang a diplomatic win, as the United States had insisted for years that any such summit be preceded by North Korean steps to denuclearize.

Meanwhile, separate officials from the two Koreas will meet on Saturday to discuss the establishment of a communication hotline between Kim and South Korean President Moon Jae-in. The first two inter-Korean summits were held in Pyongyang in 2000 and 2007.

In a hearing discussing the findings in January, defence minister Earl Howe said: "We judge that North Korea is now certainly capable of reaching targets in the short range, by which I mean Japan, South Korea - obviously - and adjoining territories".

Experts, noting the shift in the summit's venue, said that the focus of Thursday's talks would be about drawing up a new plan for the safety of the two leaders.

However, the Commons' Defence Select Committee report said there was as yet no evidence that North Korea could arm these missiles with nuclear warheads.

On the South's reception for Kim, Hong said it would also have to be planned within a framework that would not fuel controversy in the worldwide community.

North Korea's official news agency KCNA had said that a delegation headed by Ri left on Tuesday to meet other foreign ministers in Azerbaijan and to visit Russian Federation, but made no mention of China.

Thursday's meeting was originally scheduled to be held Wednesday, but the North requested that it be delayed by one day. It was originally to be a seven-member delegation led by Cho Han-ki, a presidential secretary on protocol.

The working-level talks were supposed to be held on Wednesday, but Pyongyang on Tuesday had asked Seoul to delay them to Thursday. A meeting between North Korea's leader, Kim Jong-un and US President Donald Trump is pencilled in to take place before the end of May.

Wang told Ri that Xi and Kim had reached an important consensus on achieving a peaceful resolution to the peninsula nuclear issue during Kim's visit to Beijing, his first known trip outside North Korea since he assumed power in 2011. The date and location of the proposed US-North Korea summit are yet to be decided.

Vice-Admiral Igor Kostyukov, first deputy chief for the main directorate of the Russian military's general staff, said: "The situation around the Korean peninsula has always been balancing on the brink of a regional war".
