European Union negotiators are set to insist that "exceptionally, on case-by-case basis" other European Union states could "invite" Britain to observe meeting without any right to influence their content - but only if it is in the interests of the European Union, or the issue exclusively about the UK.

"The time limited period should be determined by the length of time it takes to put in place new arrangements and we believe that should be around two years", the spokesman said.

He laid out the ultimate prize at the end: "For the first time in more than 40 years we will be able to step out and sign new trade deals with old friends and new allies around the globe".

"Firstly we will not be members of the union, we will be replicating to a very large extent the operations of the single market and customs union in order to make sure there is a single change, from the point of view of businesses in particular", he said.
