A one-page memo sent to congressional Republicans Thursday afternoon backs a 10- to 12-year path to citizenship for not just the roughly 700,000 enrolled in the expiring DACA program but for other "DACA-eligible illegal immigrants" who are in the USA illegally and were brought to the country as children.

Senators from both parties were making a fresh search for their own compromise immigration legislation, but leaders conceded that the effort wouldn't be easy and were already casting blame should it falter.

The goal is to produce consensus legislation that would be the starting point for Senate debate on immigration, which is expected to begin February 8, said Sens. Dick Durbin, a Democrat, and Sen.

Last year Trump had ruled out the possibility of citizenship for the immigrants known as Dreamers. The low end is the 690,000 protected by DACA, but some lawmakers say the number could be as high as 3 million.

DACA immigrants can reapply without an attorney, but numerous volunteers at the center say it's best not to risk it, as even the slightest error can result in a denied application.

Senate Democrats are willing to drop their demand that relief for Dreamers be tied to any long-term budget agreement - a potential breakthrough on spending talks, but one that could face opposition from their House counterparts.

To become law, the measures would also need to pass the House of Representatives.
