Sessions said he would let federal prosecutors in each state decide where they would focus their enforcement actions, but states that have legalized marijuana are not exempt from federal drug laws.

Colorado Attorney General Cynthia Coffman said that state was blindsided by the announcement, according to CNN.

Attorney General Jeff Sessions' new stance would allow federal prosecutors in states with marijuana programs to decide how aggressively to enforce federal laws. And for medical marijuana, "it is not likely an efficient use of federal resources to focus enforcement efforts on seriously ill individuals or their individual care givers". Several Canadian marijuana-related stocks also fell.

It came days after California became the sixth and largest state so far to legalize the drug for recreational use. Legalization has given a shot in the arm to the industry, attracting investors looking to cash in on the green-rush scramble.

The move by Sessions has generated outrage among advocates for legal marijuana as well as some conservatives who believe the federal government shouldn't overrule the wishes of state government on issues like this. Trump told a TV news reporter that the decision to legalize marijuana should be left "up to the states". They said it trampled on the rights of voters in those states and created uncertainty about how strictly federal drugs laws will be enforced. The company is involved in the research, development and licensing of marijuana products.

Sessions' new memo does not explicitly set forth how prosecutors should treat medical marijuana, though a senior Justice official explained that prosecutors wouldn't do anything contrary to any current federal law.

US attorneys might continue to decide not to take up marijuana cases that don't fall under the Obama-era rules.
