Trump asked John Kelly, the White House chief of staff, to develop the transition strategy, and it has been discussed with other officials, one administration source said. The former Exxon Mobil CEO has been widely criticized as a bizarrely disconnected manager who has failed to effectively govern the department.

The story originated in the New York Times, and officials are saying that it actually got there directly from the White House, as a way of White House officials "sending a message" to Tillerson.

Perhaps more damaging for his internal prospects, though, was a report in October that Tillerson had called Trump a "moron" at one point in the summer - a report Tillerson has conspicuously never denied.

The timing of Tillerson's expected departure remains uncertain, but multiple officials said the shake-up could come at the end of the year or early next.

Tillerson answered that "the president speaks for himself".

Sen. Tom Cotton (R-Ark.) would then be tapped to head up the Central Intelligence Agency, according to reports. "They engaged in a foreign leader visit and are continuing to work together to close out what we've seen to be an incredible year".

The attempt at public shaming is just the latest such instance emanating from the Trump White House, where the President has repeatedly publicly undermined his secretary of state and publicly berated his attorney general. Axios's Mike Allen and Jonathan Swan reported last month that Pompeo's stock was rising in the White House and that he was a leading contender to replace Tillerson.

White House spokeswoman Sarah Huckabee Sanders says there are "no personnel announcements at this time".

However, they said Pompeo would need to resist the planned budget cuts and find a way to grapple with Trump's tweets. Both Republican Sen. Tom Cotton of Arkansas and retired Navy Vice Adm. That's according to two administration officials.
