On Wednesday, Trump told reporters that China had agreed with the US on that point during his 12-day trip through Asia that included a state visit to China, where he was hosted by President Xi Jinping.

"The paper said that several officials confirmed that the disruption efforts include another, more sophisticated attempt at the kind of cyber and electronic strikes that former President Barack Obama ordered in 2014 when he intensified his efforts to cripple North Korea's missile testing".

"The presence of what appear to be sections of a submarine's pressure hull in the yards suggests construction of a new submarine, possibly the Sinpo-C ballistic missile submarine - the follow-on to the current Sinpo-class experimental ballistic missile submarine", 38 North said in a report on Thursday.

38North also cites the continuous movement of parts in and out of yards next to construction halls at the shipyard and the presence of a stand used to test the mechanism that launches missiles from a submarine.

"China is sending an Envoy and Delegation to North Korea - A big move, we'll see what happens!" he tweeted. Xi has never met Kim.

The North Korean leader is said to rarely meet senior foreign visitors. It has not tested a missile since firing one over Japan on Sept 15.

Han Tae Song, the country's ambassador to the United Nations, ruled out negotiations with America as long as joint US-South Korea military exercises continued.

"As long as there is continuous hostile policy against my country by the U.S. and as long as there are continued war games at our doorstep, then there will not be negotiations", he said.
