China experts say 3.4-quake hits North Korea in 'suspected explosion'

"We have determined that this was caused by a natural quake, not a big one at that, and had nothing to do with any explosion", said Kim Seon-mi, an official at the Korea Meteorological Administration in Seoul, the South Korean capital.

South Korea's weather agency said a magnitude 3.2 earthquake was detected in North Korea on Saturday close to where the country recently conducted a nuclear test, but it assessed the quake as natural.

Since North Korea conducted its first nuclear test in 2006, the United Nations and individual countries, including the US, have imposed several sanctions on the country. "In this case we saw none".

But the North Korean leader said remarks by the "deranged" U.S. president convinced him he is right to develop weapons for North Korea.

An quake of magnitude 3.4 was detected in North Korea on Saturday, the Chinese natural disaster administration said.

Beijing has repeatedly expressed concern about the rise of tensions over North Korea and, while it too has signed up for the increasingly tough United Nations sanctions, it has also urged a return to talks and for all parties to exercise restraint. The last test on Sept 3 registered as a 6.3 magnitude quake.

The U.S. Geological Survey and Japan's Meteorological Agency both detected the tremor but said they could not judge the cause.

The protesters claimed that such step would only "flatter" the North Korean regime which threatens to test the hydrogen bomb in the Pacific.

China's Foreign Minister Wang Yi told the council it is "a practical way out" and stressed that China had "made tireless efforts for settlement to the North Korean issue".

On Thursday, Trump also issued an executive order expanding the Treasury Department's ability to target anyone conducting significant trade in goods, services or technology with North Korea and to ban them from the U.S. financial system.

They have also coincided with the rapid expansion of North Korea's foreign trade. But one possible - perhaps final - approach that has not yet been explored is a Trump-Kim summit at which the two leaders might make a "big deal" - that is, to get North Korea to denuclearize in exchange for a normalization of their relationship, i.e., a peace treaty, between North Korea and the U.S. But this would be an extremely hard thing to pull off, both politically and diplomatically.

In response to President Trump's threat "to totally destroy North Korea", at the United Nations General Assembly, almost 300 women leaders and several major women's organizations from 45 countries, including South Korea, Japan, Guam and the United States, call on the UN Secretary-General to immediately appoint a Special Envoy to de-escalate the threat of war now facing the Korean Peninsula.

There are suspicions that the quake was caused by settling in the wake of the most recent nuclear test.

A ban on Chinese textile imports will also be implemented in line with the latest UNSC sanctions, a major source of foreign currency for Pyongyang.

On Saturday, China said it had moved to limit North Korea's oil supply and would stop buying textiles from its traditional ally in line with the latest United Nations sanctions.

"The United States is still taking an attitude of skepticism toward North Korea's nuclear capabilities", Lewis said.
