Watch the moment that McCain voted no on Obamacare repeal

President Donald Trump railed against Senate rules requiring 60 votes to overcome a filibuster in a series of tweets Saturday morning, just a day after the chamber dealt a devastating setback to the GOP effort to repeal and replace Obamacare. Susan Collins, Lisa Murkowski, and John McCain - also voted against the measure, effectively killing the GOP's efforts to overhaul the healthcare system.

The United States Senate was down to the final hours in the health care debate as they prepared to vote on another version of a bill to repeal the Affordable Care Act.

U.S. Senate Republicans embarked on Thursday on another push to unravel Obamacare, working on a stripped-down bill after failing to pass broader legislation and complete a seven-year campaign to gut a law that extended health coverage to millions.

But after the vote failed he railed that McCain and the two other Republicans who went against party lines had "let the American people down". Then on Wednesday, a straightforward repeal measure failed 55-45 with seven Republicans joining Democrats in voting "no", even though almost identical legislation had passed Congress two years earlier.

Senate Minority Leader Chuck Schumer said he and McCain have "been friends for a very long time" and McCain showed "amazing courage" in voting with the Democrats.

Vincent DeMarco, a longtime health care advocate in Maryland, described the vote as "a bad step" toward stripping health insurance from millions of Americans and lamented that lawmakers "don't even know what they are voting for". "And we'll see how the American people feel about their ideas".

Trump addressed his concerns about the Senate process in his tweets on Saturday.

"Maybe this can be a moment where we can start doing that".

The senators all said they will vote no on the bill, unless House Speaker Paul Ryan gives them a guarantee that the House won't immediately pass whatever comes out of the Senate.

"This is clearly a disappointing moment", McConnell said. With tax legislation and other priorities waiting in the wings, Republicans are eager to rid themselves of the burden of making good on their many campaign promises to repeal and replace Obamacare, which has proven far more hard than expected. He said Democrats and Republicans should write a bill together and "stop the political gamesmanship".

Her counterpart in the Senate, Chuck Schumer of NY, said after the votes that Democrats who resisted the GOP legislation "are not celebrating".

"People here in Washington need to keep their eye on the ball", said Rep. Tom MacArthur, R-New Jersey, who helped craft a proposal that helped House Republicans find consensus on their repeal-and-replace plan earlier this year.

"We know that the threats to Medicaid and health care are not over", said Alison Barkoff, director of advocacy at the Center for Public Representation.

Republicans then hope to move to a straight yes-or-no vote on a healthcare bill some time on Friday. But he also said that he's "relieved" the measure didn't pass. Collins' fellow New York Republicans, for instance, are wary that a provision that would affect Medicaid funding to their state might be dropped in the Senate bill.

In a statement released early this morning, Johnson said he was "disappointed not only in the failure to pass legislation to begin to fix the damage done by Obamacare, but also in the dysfunctional process that directly led to this result".
