Minnesota Shooting : Family of slain Australian to repatriate body

"Tonight I'm just here to be with my neighbors", she said.

Chief Janee Harteau said a review of Officer Mohammed Noor's training following Saturday's fatal shooting revealed no underlying problems, and also said Noor's training officers reported no issues with his performance.

She told the media that, while she was proud of the department's current training practices, the officers Mohamed Noor and Matthew Harrity should have been using their body cameras. Police are investigating why body cameras on Noor and the second police officer who arrived at the scene and the dashboard camera on their patrolcar were not turned on at the time. Plans are in place to enhance the current policy for when they should be on - and covering multiple scenarios, she said.

Harteau's remarks Thursday on Damond's death were her first. She had been out of town on a personal trip. She said she had been in close contact with her command staff.

The police chief is working to regain the community's trust at this point and the chief reassured Damond's family that she will do everything in her power to make sure justice is served for Damond, Yuccas reports.

"(Squad) 530, uh, shots fired", one of the officers says.

Don Damond had earlier criticised police for lack of transparency in their investigation into why his bride-to-be was shot.

"I can not imagine the impact this has had on Justine's family", the police chief said.

"In the meantime, we ask that you give us time to grieve in private and to support each other at this very hard time".

Justine Damond, 40, had called police to report a possible sexual assault in her neighbourhood just before midnight on Saturday.

"This is not about one police officer ― this is about a broken system".

"This is not what she would have wanted", Laurie Savren, a Minneapolis resident and fellow spiritual healer, told Fox News. The squad vehicle dash camera was also not turned on. Originally from Australia, she was slated to be married next month.

After Noor shot Damond, the officers exited the auto and started performing CPR until medical responders arrived.

The family of Justine Damond wants justice. Both officers are on paid administrative leave.

The source said that Noor had his gun on his lap at the time, and that the bicyclist stopped and filmed the aftermath of the shooting.

She said she's concerned about the impact of the shooting on Somali and East African officers and that she's reached out to the Somali community in Minneapolis. Sometimes those changes have been initiated by departments themselves; sometimes they have been ordered by the federal government or through a lawsuit.

Although police are required to wear body cameras, their camera wasn't on.

She'd ventured into an alley behind her home after calling 911 to report a suspected sexual assault.

Harteau declined to say if the shooting was unjustified under the law, adding "that'll be part of the criminal investigation". "There are questions that need to be answered and he is the only one who has those answers", she said.

The Washington Post featured a sympathetic article on the Minneapolis, Minn. police officer who shot an Australian woman last weekend, a marked shift from their coverage on former officer Jeronimo Yanez. Noor's attorney, Thomas Plunkett, did not respond to interview requests from The Associated Press. She said she would prefer that he speaks about the incident either to the department's internal investigators or the BCA.

The loss of Ruszczyk has been felt by many, Damond said.

In contrast, Officer Jeronimo Yanez in the nearby suburb of St. Anthony sat down with state agents last summer the day after he shot Castile. The officer, Jeronimo Yanez, was acquitted in June of first-degree reckless homicide.

Bennett represented Castile's family and helped them receive a $3 million settlement. Others held signs with names of others killed by police, such as Jamar Clark and Philando Castile. Prosecutors used his statement as evidence against him during his manslaughter trial, but the defense used it, too.

She addressed the anger over Ms Damond's death, telling reporters: "On our squad cars you will find the words, "To protect with courage and serve with compassion".
