Russia has asked US about Syria no-fly zone proposal: Lavrov

The wide-ranging ceasefire would take effect Sunday at noon (Damascus time) in Southwest Syria.

Tillerson, speaking later to Fox News aboard the flight to Europe, said USA officials "have been engaged with Russian Federation for some time" to identify areas "that we should have mutual interest in".

US based security advisory firm The Soufan Group noted Wednesday that these actions are part of a concerted effort by Iran and the Syrian regime to capitalize on USA backed gains and "establish a secure land corridor extending from Iran to Lebanon, enabling Iran to better supply its main regional ally, Lebanese Hezbollah, which supports pro-Iranian forces in Syria".

The recent round of talks on the Syrian settlement in the capital of Kazakhstan, Astana has centered around seven new documents on de-escalation zones and other mechanisms to provide peace in the war-torn country.

The lineup means that the US side will be outgunned in terms of diplomatic experience, since Putin has been operating at top global tables since first becoming president in 2000, and Lavrov is considered by his peers to be one of the wiliest diplomats in the world.

"We have fought very hard and very powerfully against ISIS since I have been president, and we've made tremendous gains, far greater than has ever been made with respect to that group", Trump said at a joint news conference with the Polish president.

Tillerson said in a statement before departing for Germany that the USA remained open to cooperating with Russian Federation through "joint mechanisms" to lower violence in Syria, potentially including no-fly zones.

Lavrentyev also said Russian Federation has called on member countries of the Commonwealth of Independent States to consider providing military observers for the potential de-escalation zones.

Russia, Turkey and Iran have set up a working group to reconcile their positions before the next Astana meeting set for the final week of August.

However, the US-led coalition has used the opportunity to establish their own so-called "de-confliction" areas, within which, it has on several occasions, used perceived threats to allies as a pretext to strike Syrian government forces.

Tillerson said stability in Syria would prevent IS from "rising anew from the ashes of their failed and fraudulent caliphate".

This agreement is significant as it suggests a larger agreement between Washington and Moscow on Syrian influence zones and the decision to ignore the fate of Syrian President Bashar Assad is now seen as possible.

"First, parties in Syria must ensure stability on the ground", Tillerson said in a State Department statement.

"Ultimately, this process, in our view, will lead to a resolution of Assad's status, the Syrian people should determine their country's political future through a political process" the United States official stressed.

Charles Lister of the Middle East Institute think-tank in Washington cautioned against a USA approach in Syria that relied on Russian Federation.

The deployment of Turkish military units near Kurdish-held areas of northwestern Syria are a "declaration of war", according to the head of the Syrian Kurdish YPG militia on Wednesday, adding that their proximity to Kurdish forces could trigger conflict in a matter of days. Trump's administration has approached the notoriously strained relationship by trying to identify a few limited issues on which the countries could make progress, thereby building trust for a broader fix of ties.
