Rodriguez called those fugitives "fighters for civil liberties" who had already been granted political asylum by Cuba and would not be returned to US.

Cuba's foreign minister rejected President Donald Trump's new policy toward the island, saying Monday that "we will never negotiate under pressure or under threat" and refusing to return USA fugitives who have received asylum in Cuba.

The Cuban foreign minister said Trump's hope of separating the people from the military, who were simply "the people in uniform", was "infantile".

The US government "has no moral authority to lecture us on human rights and democracy", Rodriguez said, pointing to the US incarceration rates, police abuses, and violations of rights of minorities, immigrants and Muslims.

"The new policy on Cuba announced by US President Donald Trump leads us to a forgotten Cold War-style rhetoric", a Foreign Ministry statement read on Sunday, June 18.

The Cuban FM repeated Havana's position that the USA blockade - in effect since 1962 - is unjust, inhumane, genocidal, and violates worldwide law.

While Havana will not respond until the USA measures are officially implemented, Rodriguez said that what Trump announced looks to hurt United States businesses, taxpayers and citizens, as well as the very Cuban people he supposedly seeks to champion.

'Cuba will not make concessions that harm its sovereignty, ' Rodriguez said.

"When the previous Washington administration introduced substantive changes to its policy toward the island, we believed, not without foundation, that they were not so much a manifestation of goodwill as a reflection of the failure of a policy of dictation and sanctions", the Russian government said, before reaffirming its "unwavering" solidarity with Cuba.

Trump "did not win the Cuban vote, and did not win Florida with the Cuban vote", the FM said, adding that Trump lost all five counties with the highest density of Cuban-Americans, according to the election results.

'In tune with the national legislation and global law, and Latin America's tradition, Cuba has granted political asylum or refuge to civil rights fighters from the United States, ' Rodriguez noted at a press conference in this capital today.

Trump announced a partial rollback of the normalization of relations with Cuba on Friday in Miami, the heartland of Cuban exiles, in a theater named after the leader of the failed USA -backed Bay of Pigs invasion of the island in 1961.
