Leaked documents show U.S. vote hacking risks

"If your goal is to disrupt an election, you don´t need to pick the victor or actually tamper with tally result", said Matt Blaze, a University of Pennsylvania computer science professor who has written on the security of voting machines.

Ion Sancho, who retired as Leon County supervisor in December, said he later learned from industry contacts that it was VR Systems.

"Bottom line is that owning any part of a county election office backend system is a VERY powerful platform for an attacker", Blaze said on Twitter.

Banzhaf is also the author of: "Two States' Election Systems Hacked - Presidential Election at Risk; New Foreign Computer Threats Add to Old Fashioned Ballot Fraud Techniques to Create Real Risk That 2016 Presidential Election Will Be Decided by Hackers, Not Voters, Says Former Hacker and Now Law Professor".

"Our voting system, our touch screens, our tabulation screens - they're not even hackable because you can't even get to an internet site off of those machines", she said.

The document states the phishing attempt was seeking to obtain VR Systems' employees email credentials by "enticing the victims to click on an embedded link within a spoofed Google Alert email".

The emails packed malware into Microsoft Word documents and were forged to give the appearance of being sent by the system vendor, VR Systems of Tallahassee, Florida.

"No, Russians didn't hack Florida voting", Ertel said Tuesday in an online response.

NSA documents leaked by Reality Leigh Winner, however, contradict Obama's claims as election-related hacking efforts continued until just days before the election.

Published reports, including by The New York Times, have referenced the affected company that uses the electronic voter identification system used by poll workers and sold by VR Systems, a Florida company.

An initial phishing email was sent on October 31 to former Volusia Elections Supervisor Ann McFall, who had retired months earlier but whose account remained active. Hart InterCivic could not be reached for comment Tuesday afternoon.

An FBI spokeswoman said the bureau and the Department of Homeland Security hosted a conference call with Florida state officials to address questions regarding the security of election systems and to share information regarding the general nature of the cyberthreat. We have policies and procedures in effect to protect our customers and our company.

But she cautioned that the attempted hack, while hitting close to home, did not have any impact on the ballot counting or vote tabulating. Prosecutors did not say which federal agency employed victor, but FBI agent Justin Garrick said in an affidavit filed with the court that she had previously served in the Air Force and held a top-secret security clearance.

Floyd County is one of six IN counties that uses VR Systems, according to a report by the Indianapolis Star.

In Floyd County, VR Systems supports electronic pollbooks, which is how voters sign in.

The problem here is that the NSA report was a highly classified "top-secret" intelligence report not meant for public consumption.

"A lot of those vendors are quite small", Hall said.

The document, dated May 5, 2017, showed that intelligence collected by the NSA suggested a months-long Russian intelligence cyber effort against the USA election and voting infrastructure.

If convicted, she could face up to 10 years in prison.

"The report indicates that Russian hacking may have penetrated further into USA voting systems than was previously understood", according to The Intercept, the news outlet that published the story.
