At 11:44 p.m., Metropolitan Police tweeted that officers were also responding to reports of an "incident" in the Vauxhall area, about 2.5 miles southwest of Borough Market, also on the south side of the Thames.

The London incidents come less than two weeks after a terror attack at an Ariana Grande concert in Manchester killed almost two dozen people on May 22.

"A white van driver came speeding - probably about 50mph - veered off the road into the crowds of people who were walking along the pavement", she told BBC News.

"Then there were two police officers running towards him with their batons drawn, they didn't know what was happening".

Other estimates say as many as 20 people may have been injured in the incident.

The Metropolitan Police relayed reports of a suspect or suspects subsequently stabbing people at nearby Borough Market, confirming armed officers responded and shots were fired.

Police also said they were responding to another incident in the Vauxhall area, more than three kilometres away.

European security official says it is too soon to say whether incidents around London Bridge are militant attacks.

The bridge is in lock down and the area around it is closed with bus routes being diverted, as armed police and a bomb squad attend the scene and boats search the water.

Prime Minister Theresa May has been briefed on the incident and will hold an emergency meeting with members of the government on Sunday.

On Twitter, Trump sent out several messages, promising to do "whatever the United States can do to help out".

He was unsure whether people had heard gunshots or whether those reports arose from panic at the scene. The attacker was gunned down by a police officer.

Three men are reported to have got out of the white van on London Bridge and launched a knife attack on pedestrians before fleeing.

Indians are also speculated to be in the area as there is an India vs Pakistan match scheduled at the Edgbaston Cricket Stadium in Birmingham on June 4.

After ramming the vehicle into a barrier outside the Houses of Parliament, the driver, 52-year-old Khalid Masood, got out and stabbed a police officer to death before being gunned down by responding officers.

A witness who gave his name as Jamie was in a restaurant near London Bridge, and told the Press Association: "We heard a fight and everyone got up and everyone rushed out of the restaurant and we heard a massive, massive bang".
