Florida governor signs budget bill in Miami, readies for special session

Scott proposed $85 million for Enterprise Florida to use for business incentives, but lawmakers did not provide any of that funding.

One (SB 374) contains most of the higher-education policy initiatives supported by Negron, including block tuition for state universities, a new oversight board for state colleges and a cap on enrollment in state college baccalaureate programs.

- EDUCATION VETOES: Upset by a budget that includes a small $24.49 per-pupil spending increase, the Florida Education Association, the Florida School Boards Association, the Florida Association of District School Superintendents and a number of school boards are urging Scott to veto the $20 billion-plus portion of the budget related to school financing.

After weeks in a holding pattern, Florida Governor Rick Scott has the budget for the coming fiscal year on his desk. "We wouldn't be able to do it if we were starting from scratch, but I don't think we are".

Scott had asked the Legislature for $85 million to replenish a corporate cash incentive fund, but that was ignored by lawmakers.

Scott downplayed those differences on Friday.

But, if Scott, Corcoran and Negron now agree on keeping Visit Florida's funding at its current $76 million, where was that support during the legislative session?

The House rejected the Senate plan. The governor was going to be vigorous with his vetoes, " said Sen.

Almost month after they went home following the conclusion of the 2017 Legislative session, members of both the Florida House and Senate will be returning to Tallahassee for a three day special session.

Corcoran said Friday's agreement showed "you can have leaders with competing opinions and still compromise to meet common goals".

The state will also set aside $85 million to help lure companies, but the money can not be used as incentive for a specific company.

The session is expected to run from Wednesday through Friday.

Corcoran led opposition to Scotts proposal, likening incentive programs to “corporate welfare.”.

"To pretend this newest backroom deal will help public education in our state is laughable", said House Minority Leader Janet Cruz, D-Tampa.

Scott did not include work on implementation rules for Florida's medical marijuana constitutional amendment, one of the other big unfinished measures of this year's regular session.

Legislators will return for a special session next week where they are expected to approve spending $100 more for each public school student.

Another priority for Corcoran was to slash funding for VISIT FLORIDA, which drew heavy scrutiny from lawmakers in the wake of a secretive $1 million deal with Miami rapper Pitbull.

"If we can get to a point where we are in agreement or extremely close it would be something that the presiding officers would want to include", Galvano said. Bill Galvano, R-Bradenton. "If we can not, I don't know that waiting a month or two is going to make a difference".
