The budget does feature a handful of domestic initiatives, including a six-week paid parental leave program championed by Trump's daughter, Ivanka, that would be designed and financed by the states through cuts to unemployment insurance. Whites without a four-year college degree make up the majority of those who receive SNAP benefits in several Rustbelt states that swung from President Obama to Trump, according to the Atlantic.

"This budget presumes a Goldilocks economy" that never goes into recession, Sanford said.

Trump's budget, however, would also supposedly balance in 10 years - even though the spending in the proposal is greater than the tax receipts it assumes.

Critics, including former Treasury Secretary Larry Summers, have pointed out that the budget double-counts $2 trillion in order to claim that it balances. The Trump administration says this would help move people off the rolls. The budget takes $616 billion out of the planned expansion for Medicaid, $193 billion out of food stamps, and $143 billion from student financial aid. His budget is titled, "The New Foundation for American Greatness".

Trump's budget for the fiscal year beginning October 1 relies on faster economic growth and steep cuts to social programs to balance the budget on the backs of the poor over the next decade.

"Every Republican senator - and every Republican thinking about running for Senate in 2018 - owns this disastrous budget".

Will Fischer, director of government relations for VoteVets, offered support for the letter, which Senate Democrats reported sending to Trump just ahead of Memorial Day weekend.

At the same time, the blueprint boosts spending on the military by tens of billions and calls for $1.6 billion for a border wall with Mexico that Trump repeatedly promised voters the US neighbor would finance.
