House Republicans reveal health care amendment details

These would allow states to choose whether to keep the ACA's insurance protection for people with preexisting medical problems and its guarantee of specific health benefits. Already a handful of other moderates have said they remain a no vote on the bill, including Reps.

The amendment would allow insurers to charge higher premiums to people with pre-existing conditions in states that get a waiver.

AARP has been one of the most vocal opponents of the House GOP bill and has been particularly dismayed at the changes the House Freedom Caucus has gotten into the legislation. There are roughly 30 members of the Freedom Caucus. He said that if the House measure survives, revised or not, it would be substantially rewritten in the Senate, where it faces broad opposition.

Phil Novack, a spokesman for Sen. And this time, the fate of the bill comes down to the House moderates, a group of 50-plus members, many of whom have grown increasingly skeptical as the American Health Care Act moves further to the right.

"This is simply a matter of blame-shifting and face-saving" for a bill going nowhere, Dent said. "And when I don't get it replaced, if it's not replaced, then it reflects on my campaign".

WaPo asked voters about the outline of the Freedom Caucus plan in its most recent poll.

Obamacare's protections for those with pre-existing conditions are among the law's most popular provisions.

That's not a fair statement of the Freedom Caucus plan, which would require states to show some offsetting benefit (e.g., lower premiums) from a waiver in order to qualify for one and which would mandate coverage alternatives, like high-risk pools, for people with preexisting conditions. In which case, if you're a moderate, what do you do?

But even without Democratic votes, Ryan said he believes the House can pass the one-week CR.

There's a chance the House could vote tomorrow, if Ryan thinks he has the votes, of course.

They can't lose any more than 22 Republican votes. That is the most for a president's first 100 days in office since 1949.

That could happen, but as moderate GOP Rep. Charlie Dent has pointed out, the new amendment could also lead to additional centrist Republicans coming out against the bill.

House Republicans have been under intense pressure to deliver on years of promises to repeal Obamacare, but GOP leaders weren't making predictions of an imminent vote despite the pressure from the White House. "I've said before, I have introduced and amendment as an individual member of Congress and, I'm not speaking for other groups and you'll have to talk to other members of the Tuesday Group what their view is". Last month's failed push to repeal Obamacare on the seventh anniversary of that bill becoming law was scrapped when it became clear that Republicans lacked the votes for their own plan.

This same moderate/conservative impasse will play out again in the Senate if and when the hot potato makes it into Mitch McConnell's hands. But it's unclear whether the changes will win over any moderate holdouts, or even cause some defections among those who supported the earlier version. No telling yet where the potato will ultimately land, but we can probably safely rule out Trump's desk.

The White House, which has been involved in discussions about the changes, is still eager to resurrect the health-care bill.

"The whip is going to be talking to members who were in the lean-no or the undecided or the no category over the next day or so to see where they are", he told reporters following the House Republican conference meeting Wednesday.
