Trump Administration Could Reverse America's Course On Climate Change

Whichever choice Trump eventually makes, he is very unlikely to seek policies to meet the 26 to 28 percent emissions cut that former President Obama promised for the United States.

The battle over the future of President Obama's climate policies is heating up.

White House press secretary Sean Spicer said last month that Trump would decide a course of action on Paris by the Group of Seven meeting in late May.

President Donald Trump's top advisers will meet on Tuesday to discuss whether to recommend that he withdraw the United States from the Paris climate accord, a White House official said on Monday.

But Environmental Protection Agency Administrator Scott Pruitt says America should rethink its commitment.

The advisers and Cabinet officials hope to be able to reach consensus on a recommendation to the president, though that could prove hard, as they are divided over whether to abandon the agreement.

At the White House Tuesday senior administration officials, including Pruitt, Tillerson, Kushner and Bannon, will be going over the pros and cons of staying in Paris.

Trump and his administration are working to repeal almost all of Obama's climate agenda, including the Clean Power Plan, which represented the bulk of the policies to reach the goal. But it seems unlikely that the debate could lead to a compromise in which the USA stays in the Paris agreement while reducing its commitment to cut greenhouse gas emissions. In light of the recent actions, what previous policies will remain and what will change? Cohn and McMaster have not yet staked out a position in internal discussions at the White House, but they are also expected to argue for staying in the pact. A key argument is that the USA can stay in the agreement without satisfying its pledge or maintaining regulations created to help achieve the target, said one administration official.

In the energy sector, U.S. carbon dioxide emissions have already declined by 14 per cent from 2005 to 2016, according to the U.S. Energy Information Administration. And the president has several possible techniques for formally extricating the U.S.: He can make the change unilaterally or punt the decision to the Senate, by interpreting the accord as a treaty that requires the support of two-thirds of the chamber's members to be ratified.

"Either way, there will be blowback from the worldwide community", Hanafi said.

On Monday, liquified natural gas exporter Cheniere Energy sent a letter to George David Banks, who handles worldwide energy issues at the NEC, to recommend remaining in the Paris agreement so "the United States can leverage competitive advantages in natural gas and energy technology".

The agreement's text specifically allows a country to adjust its greenhouse gas targets if it is "enhancing its level of ambition", but not to reduce promises. Some coal companies and Republicans believe Obama's Paris pledge can be substituted with subsidies emissions control technology.
